3. Draft Plans

Draft communication plans
Draft high level implementation plan
Anchor plans with key stakeholders

4. Decide to Commit

Distribute asset draft, communication plan and implementation plan to relevant stakeholders
Adjust documents as needed
Decide to formalise asset by formal role/forum
Decide to approve communication plan by formal role/forum
Decide to approve implementation plan by formal role/forum
